About me
Theresa Foxley serves as Chief of Staff to rPlus Energies, a national leader in utility-scale renewable energy and energy storage development. Theresa started her career as an attorney, specializing in business finance and project finance. Theresa joined rPlus after having spent 6 years leading Utah’s statewide economic development efforts as the President and CEO of EDCUtah.
Theresa serves as Chair of the Salt Lake City International Airport Advisory Board, which is nearing the completion of a $4+bb expansion, and serves on the Envision Utah Executive Committee. In 2024, Foxley was awarded the prestigious “Informed Decision Maker of the Year” Award by Gardner Institute. She holds a Bachelor of Arts in Political Science from Utah State University and a Juris Doctorate from the S.J. Quinney College of Law at the University of Utah.
